Penal Unit 11 in Neuquen, Argentina is underfunded and understaffed. Last week two convicted armed robbers, Walter Pozo and Cesar Andres, escaped by simply climbing over the wall! You see, only two of the fifteen towers at this prison are manned. The other 13 have either dummies or nothing keeping a watchful eye on the prison population. The video surveillance system hasn't worked for months.
