Mark Twain said that everybody talks about the weather, but nobody does anything about it. Cute little quote, but I think is may be out of date.
For years and for different reasons, we have been trying to control the weather. "Seeding" clouds is an example. The Russians and the Americans have projects which are believed by many to be high tech systems designed to control the weather. When it comes to deadly hurricanes or tornadoes, such an ability would be truly noble! It could also be used to attack a country. Could you imagine a sinister plot to simultaneously unleash five or six major hurricanes on a country? Chaos!
I work with a guy who firmly believes that we have this ability, to some degree. He points to the American HAARP program and the Russian SURA project. HAARP is described as a communications system. OK...whatever...
This is where my theory comes in. If we have the ability to protect ourselves from deadly acts of nature, do we also have the ability to increase agricultural production? Do these actions affect the severity of summer heat and winter cold? My answer is an ever progressing YES!
I say scrap the programs. We are doing more harm than good. My suggestion, simple, lemonade in the Summer and hot chocolate in the Winter.
